Anlass dieses Berichts über Defizite bei der Erfüllung des Polizeikonzepts Sicherheitsplan II von 1978 ist die Ermordung des Diplomaten Gerhard von Braunmühl und vorangegangene Terroranschläge. Die Vorgaben zur Erneuerung der polizeilichen Organisation und die Verbesserung der Ausrüstung, die der damalige Innenminister Lothar Späth zur Verbesserung der inneren Sicherheit mitverabschiedet hatte, sind zwar weitesgehent erfüllt, doch hinkt man personell hinterher. Die Gründe dafür nennt Robert Ruder, Staatssekretär im Innenministerium Baden-Württemberg. Heinrich Maier, Landesvorsitzender der Gewerkschaft der Polizei, erläutert, warum es wichtig sei, mehr Stellen bei der Polizei zu schaffen als die für die nächsten 2 Jahren geplanten 160.
