Konzentrationslager Flossenbürg wurde am 02.05.1938 als Straflager gegründet. Die ersten Häftlinge waren deutsche Berufsverbrecher. Der erste Kommandant war Ostubaf. Weissenborn. Die Anzahl der Häftlinge betrug damals 1.000. Sie arbeiteten an der Errichtung des Lagers und im Gebirge in 800 m Höhe, wo Granit gewonnen wurde. Es gab viele Tote, auch in den Steinbrüchen und anderen Arbeitsplätzen. Die Häftlinge trugen Holzschuhe. Am 05.04.1940 kam der erste Transport von Ausländern versch. Nationalitäten, Polen, Tschechen, Russen und polit. Deutsche, sowie Berufsverbrecher. Von 1938 - 1945 waren folgende Kommandanten in Flossenbürg: SS-Stubaf. Künstler und SS-Ostubaf. Max Koegel. Seit 1938 war der Adjutant des Lagers SS-Ostuf. Lutz Baumgartner.
