Bei der Erläuterung dieses Plans weist Wulfried Jaedicke (SPD) darauf hin, dass sich Einnahmen und laufende Ausgaben der Stadt bis 1978 verdoppeln werden und dass jetzt bereits feststehe, dass der Plan so nicht verwirklicht werden könne. [Name maskiert] (CDU) erklärt auf [Name maskiert] eines SPD-Mitgliedes, dass die kommunale Finanzausgleichmasse durch das Land gekürzt wird, warum diese Annahme falsch sei. [Name maskiert] (SPD) stellt fest, dass zuerst die Schulbauten und erst 1978 die Schwimmhalle zu bauen seien. Gegen die Stimme von [Name maskiert] der mehr Kulturförderung wünscht, wird der Plan von der Stadtverordnetenversammlung mit zwei Enthaltungen beschlossen. Er wird von Bürgermeister [Name maskiert] als vorläufige Planung bezeichnet.
