Die "Reichs-Wappenspinne" - hier als Verkörperung der Monarchie - trägt auf ihrem Rücken die Wappen der beiden Großmächte Österreich und Preußen, umgeben von Wappen der 37 Mitglieder des Deutschen Bundes. Die Spinne umgarnt die Abgeordneten, die sich nach und nach in ihrem Netz verfangen. Eingesponnen sind bereits die Abgeordneten der Rechten und der Mitte: Jahn als Esel, Lichnowsky als Hahn, Soiron als Frosch, von Gagern als Schnecke, Vincke als Stier, Radowitz als Affe, Heckscher, Peucker mit der Pickelhaube, Bally als Pudel, Schmerling nackt. Am Netzrand Raumer als Frau, M. Mohl als Kamel und Möhring mit Säbel. Dahlmann, die Haare raufend, ist gerade dabei, ins Netz zu fallen. Abseits stehen noch die Anhänger der Republik: Jucho mit Gewehr, Schlöffel als Hyäne, Rösler als Vogel, Eisenmann mit Monokel, Zitz als Stier, Vogt als kriechende Raubkatze, Blum als Genius der Wahrheit und Wiesner...
